Playing with Pee Pads

Q: my 11 week old puppy is pee pad trained, however she enjoys pulling the pads around the floor for "fun". how can I get her to stop?? she even chewed up the pads in her puppy palace. I bought one of the pee pad holders but she has managed to pull the pad out of those also!
A: The solution is two fold. First the pad should stay fixed to the tray and preferably for now that tray should be in the palace or confined in an exercise pen small enough that there is no place to drag the tray. Second, there must be a recognizable reprimand couple with a period of shunning (ignoring her) or time out in an unfamiliar area. All play type behaviors are learned meaning we have the opportunity to control them if we are consistent and the lesson is rememberable.
